Difficulty of assessing veracity of applicants is appreciated but general rule should be to assume absence of culpability except in cases where there is prima facie reason to assume the contrary. Secretary of State for Colonies considers that only in such cases need there be any question of withholding pay or award of allowances. Except in such cases applicants should be paid what is due to them in full, but when they have received pay from Japanese difference only between this pay and British Hong Kong rates should be issued. This is in conformity with promises made to Civil Servants in Burma.

In cases where there is reason to suspect willing collaboration with Japanese against British interests or otherwise in support of Japanese, war effort, secretary of state for Colonies would deg that you should decide at your discretion (subject to such delegation as you may

see fit) whether Hong Kong pay, pensions or allowances

should be withheld and information as to

individual concerned be notified to the Chinese
